The number of people who have been physically displaced in the past ten years is astounding. These displacements are primarily a consequence of war and other conflicts, man-made natural disasters including hurrricanes and earthquakes, and pointed directives to evacuate an area for one or more reasons. In some instances, more people die during the period of displacement than during the conflict or catastrophe that occasioned the displacement.
The fundamental assumption, that displacement is the best solution to these problems, is belied by the devastating toll on the victims and their families, who suffer far more in the ensuing years than if they had remained stationary. That displacement is itself a tool for inflicting pain and suffering is beyond dispute.
