Holy Moses is a terminology used to denote shock or surprise, because Moses is known to have been far from holy. He was impulsive, arrogant, knew the Torah inside and out, but was not the most gifted speaker. God chooses leaders from among those who have hearts full of compassion, who would never betray a trust, and who are obedient to the commands of the indwelling Holy Spirit Of God.
